Early Intervention Services under Part C of IDEA
As discussed earlier, the early intervention system (EIS) is covered under Part C of IDEA, PL 105-17, to include toddlers
and infants from age zero through two (through two means up until their third birthday). Using Pennsylvania as a model the
EIS provides coordinated services to all infants and toddlers from birth through two with eligibility based on developmental
delay or disabilities.
These services may include as needed:
-Assistive technology devices and services
-Physical Therapy
-Audiology
-Psychological Services
-Family training, counseling and home visits
-Service Coordination
-Health service
-Social work services
-Medical services (diagnosis and evaluation ONLY)
-Special instruction
-Nursing Services
-Speech-language pathology
-Nutrition services
-Transportation costs
-Occupation Therapy
-Vision services
As mentioned above, a SERVICE COORDINATOR is assigned to every child receiving early intervention services. Part C regulations
say "service coordination means the activities carried out by a service coordinator to assist and enable an eligible
child and the child's family to receive the right procedural safeguards and services that are authorized to be provided under
the state's early intervention program." That means that the service coordinator serves as the single point of contact
across services and should act as an advocate for the family to obtain services and assistance and coordinate communication
between them.
